Too many damn boards. Why such a superfluous amount? Curtail the number of boards down to about 10 and it will help encourage discussion.
Then you won't have individuals complaining about inactivity on certain boards!
The only board I've ever seen people complain about inactivity on is /d/ and that's by people mad that it's supposedly been cut in half.

If anything, the opposite problem exists. The faster and more populous boards are all garbage, while the slower ones still have a chance to do some good.
