You have to understand, Hiroyuki and by extension, Japanese users try to project a sense of normality or indifference because they're deathly afraid of becoming or seen as degenerates.
Hiro knows he's in charge and yet probably doesn't want to get too involved because understanding the issue makes him seem like an enabler of perverse things.
So maybe it's more of a cultural thing as to why he leaves it up to the people to decide. The fact is there are mods that do overstep their boundaries, /vp/ is proof of that. What needs to happen is Hiro has to put his foot down somewhere because the last thing we need is a biased and power hungry mod who thinks he or she knows what's best for the board before the actual community itself.

/d/ was fine the way it was and /aco/ made a split that inconveniences two boards (/d/ + /aco/) as opposed to simply conveniencing one particular (/co/ fags that want a dump for adult material)
An archaic rule that didn't serve a purpose after many settled on /d/ and invited it to fresh ideas became an iron curtain of anime-or-Japanese borne shit only, alienating the paradise of shared fetishes, forcing them to share space with vanilla /co/mrades just looking for plain jane porn and NSFW.
Overzealous mods started enforcing those outdated rules until they were blue in the face, despite /d/enizens who were comfortable with the old way having problem with the way things were run in the past and Hiro merely complied since he wanted to show he was capable of filling Moot's seat and making good with his subordinates. No, he isn't wrong for trying to gain the trust of the mods but he is wrong for alienating the users. That's the issue here.
/d/ was fine as a part-time fetish board on top of dickgirls and dickgirl accessories. Forcing fetishes to /aco/ simply because it's Western in origin means having to deal with semi-normies who just want Korra's boobs or Cheetara's pussy and not some "nuanced" paraphilia in between to deal with it.
/aco/ is already a clusterfuck and kind of getting away with what old /d/ could get away with in the past, non-regional appropriate material getting a free pass because it's not welcome anywhere else. It's erasing history while repeating it at the same time. What exactly is the issue? If its western wacky porno comics, it goes on one board. If its fucked up Japshit, it goes on a different board. Nothing is stopping you from posting and browsing either board at the same time, your not being deprived of any content.
I see no problem with this. If anything, /aco/ has simply filled the niche of a western porn board plus a small, acceptable amount of overlap from /d/.

The problem is that the vast majority of /d/ threads were sustained by having art that originated in different parts of the world. A fetish image does not become a different kind of fetish image by virtue of the race of its artist.
/aco/ is currently a dumping ground for ALL western art, much like /h/ was once a dumping ground for ALL eastern pornography. This arrangement didn't work then, and it doesn't work now. The only /d/ fetishes able to sustain themselves on a board like /aco/ which has multiple boards worth of traffic are those that consolidate into Generals, which are widely seen as a problem on all board.
Meanwhile, there are only two types of active threads on /d/ now: /soc/ hookup threads and futa. Not only have most users been barred from posting content, but they've been chased away from the board completely by heavy-handed moderation.
The few active threads on /d/ nearly always devolve onto bemoaning the death of the board, and those not interested in fetishes on /aco/ tend to demand that those threads return to /d/.
It is an issue that deals with the operations of both boards. The attempt by the mods to force an east vs west ideal which did not exist on the board before was a mistake.
As someone put it in another thread, the only reason for this change is that a mod got upset his peas were touching his mashed potatoes and threw a tantrum.
