There's more nuance to this. What the Supreme Court has said is that CP drawings are still be entitled to First Amendment protections, i.e. it still has to fail the Miller Test. In other words, there is no special category of CP art separate from other kinds of pornographic art. Pornographic art is only illegal if it is also obscene.
In practicality, it's much easier for a judge to decide that a lolicon drawing is legally obscene. This is where the real problem is. The US legal definition of "obscenity" is as arbitrary and worthless as 4chan's definition of "NSFW".
