It's not actually completely barren, it contains a good deal of usable pasturage. A nearby tribe is probably still using it, however, so everything else you said applied, plus we have armed tribesmen in the area to cap them too.

I've researched this a fair amount using google earth.
There are a fair amount of valleys relatively full of desert acacia trees.
Look up atmospheric water generators. There are ways to use solar/wind power to condense water directly out of the air.

As the article states, atmospheric water generators function best at warm temperatures with humidity 30% of above - but they'll work at most any humidity, it just becomes very inefficient.
I have no doubt that a tech-heavy self sustaining outpost could be created in Bir Tawil.
There are far less hospitable places on earth where people already live. Like I said, there are hundreds of trees in some of the valleys of Bir Tawil. Where trees can grow, humans can live.
Problem is, even in the Google Earth views, there are vehicle tracks up many of the valleys. So SOMEONE is cruising around there and I'm sure you wouldn't want to meet them. So the more realistic question becomes how would you hold onto your outpost?
I have no idea how hard it would be to transfer sufficient weapons and ammo to your outpost. But that's what you'd need even more than your atmospheric water generators & solar panels.
That's not a very friendly neighborhood.
