This must be before he wrote his "On the Heights of Despair" because I can recall nothing of this nature in that book or in "A short History of Decay." In fact those are pretty anti-natalist, an idealogy that some might argue is opposed to the nation state or empire. He holds a great disdain for language, too. He often calls it "the tyranny of the adjective" because we can only modify ourselves and describe ourselves with them.

This is true. He was noted as saying that french was a language that he bitterly struggled with for all his life. I do still think that the quote is a bit misleading and divergent from his later works that he seems to hold to a much higher regard which he wrote before and during WW2. His nationalism withered after his support for the Iron Guard which was a notion, he was quoted as saying he, "bitterly regretted." Still, very good works, they hurt to read but it is a numbness that can improve your sensitivity to the world.
