Historically, Jews have been targeted and singled out in any sort of homogeneous society with strong, unified values because they stuck out like a sore thumb. Where ever they go, they refuse to assimilate and stay within their own cohesive groups while they try to fundamentally change their host culture for the worse (or in their view, making the society more "accepting" to other beliefs and cultures so that the Jews themselves will be accepted).

Offhand I'm pretty sure it's two fold. The first is to instigate widespread violence throughout Europe from a common enemy to help further unite the EU. Secondly, as was pointed out by Hollande back in 2012 one of the purposes is to encourage race mixing. What he didn't say though is that this is likely intended to create a strong sense of familiarity between Europeans but one that will be associated with the new system of government rather than the old (think back to the 1500's and 1600's. Europeans were predominantly white and Christian so even though they had personal feuds they could still unify based on that common ground to fight the Ottomans. Whiteness and Christianity are too embedded in the old order though so erode that and replace it with something that essentially fulfills the same purpose but is different enough that it won't tap into the same cultural/historical roots). This goes back to the first purpose of further uniting the EU because now the new Europeans will more or less look and act the same while still being displaced from their original, separate cultures that kept them from completely unifying. Whether it's genetic (i.e. pollute European traits with African ones to get African tier stupidity) or just brainwashing (through various medias with occasional reinforcement from govt) for lack of a better term this will also be joined with dumbing down the populace to be more malleable by the upper echelons of society who coincidentally will not be race mixing with Africans. In this way the world population will become more manageable/used as raw labor but certain bloodlines will be kept intact to develop society without the pesky risk of revolution or another serious threat to the power structure that persons of white European ancestry have been so good at cooking up throughout history.

Some kind of hierarchy where the highest levels preserve their bloodlines as well as maintain universities at a moderate level of education that is only accessible to appropriately high (but still lower) levels of society to produce the low level bosses. When everyone looks the same there won't be any more arguments about "white privilege" or "affirmative action" so they won't have to let in students for diversity, and they can keep scholarships strictly merit based so if by chance a person from a lower level of society has the brains to operate above the status they were born into and don't demonstrate a desire to rock the boat then they'll be let in.
