As far as I know, the British, when they finally got their own nuke, pretty much independently of the US who pretty much closed down information exchange after WWII, did so using much less money and resources than the Americans did during the Manhattan project, which speaks well for British ingenuity under budget constraints.

But yes, I do agree that it's all about the capability of winning a war, and essentially doing and successfully completing objectives. Having good equipment and a well-rounded army is all good, but if your men - and women now - aren't trained well and up to do the jobs then you're damn out of luck.
Furthermore, there is the factor that is unpredictable which is the course of war. There may come a point when the enemy has cut all of your strings and you're practically a sitting duck. Or, your leadership/command chain may not be up to the job - perhaps because it's outdated or the wrong people are in the wrong position.
But essentially you're right when you say the predictable factor is based on your production and capability to complete objectives.
