My theory is Comey may have meant to put a hyphen somewhere that wouldn't seem suspicious to cheat the word counter.
When they go to add the header someone catches it and fixes the typo to provide an incorrect number of 2323 instead of 2322.
Remember, the message was placed into the Jewish cipher and the checksum value turned out to be 2322. It's not the other way around. If you check all other cipher numbers between 2320 - 2330 none of them make any sort of sense or are even grammatically correct.
