That's actually bullshit. I think all citizens are basically press at this point, it's our right. I don't have NPPA cred yet, but I want to get it. I plan on going to the riots in ATL tomorrow to photograph, but I'm being processed for the military soon. Arrest could fuck that up.
This seriously is bullshit to waste that much taxpayer money. Literally arrest them all for public disturbance, they have no warrant and are on private property.
