The reason African Americans have substantially higher average IQ than SSA's is because of partial white ancestry (which genetically increased their African ancestors' average IQ) and the fact they are lucky enough to live in a white country (US) and, even so (despite the additional genotypic intelligence), there's still an absolute disproportion of crime African Americans make in comparison to whites (because of genetic reasons).
