There was some ban on Latvian language. But Kurzeme/Zemgale and Vidzeme remained an autonomous self governing part of the Russian Empire. They only integrated Latgale.
Assimilation wasn't really a thing.
The resettlement only started in the USSR.
However persecution started in 1905.

Well the thing is I'm a very imperialistic person keep that in mind, The baltics could be pretty useful to Russia, You have to keep in mind when a nation occupies another there is a period where things get pretty volatile for 1-2 years until the region is stable enough to extract taxes from the region and seep into the local populace and start recruiting soldiers from that region. Baltics alone are just a meat shield for NATO for Russia to attack and I hope all of you /balt/s realize that your being used as a tool. Plus it will give wider access to the Baltic Sea for Russia and more naval bases. Plus the local resources of the region can be used for trade and supplying the nation of Russia with whatever the fuck you guys make
