It might be the driver didn't want to run him over for moral reasons, might be the commander of the tank wasn't sure if his commander would think that was a good idea for PR reasons.
It is China but damn, I'm pretty sure even their military has to sometimes take things into account when it comes to the relation they have with their public. Their intention was to get the protesters out of there not piss them off even more and add fuel to the fire. Running this guy over just for standing in front of a tank sure was a form of protest but I don't know just didn't seem like squashing him would look like a noble attempt at "keeping control".

Also I want to add, I'm not sure if that tank is the first one in that small group but I think in the position of a tank in the front of a group you might question your actions a bit more than if you weren't in the lead. I remember this guy being run over, it shocked to world and there was a huge global outcry against the Chinese government. I've watched entire documentaries about it detailing the events, the fallout, and even how the footage was taken and how it made it out of the country.
He was a martyr on par with the monk who burned himself to death in 1963 and the images of him being run over are just as iconic.

Tanks did run over protestors in the square itself, but this was far enough away from the action that a standoff was possible. The guy climbed on top of the tank and talked to the soldiers then climbed down and got pulled away by bystanders.
