Chris Cox is pretty clear in saying that if someone on a watchlist is attempting to purchase a firearm then they should be investigated first, then served with a warrant for their arrest upon which the government can stop the sale. At no point did he say that a watchlist was a precursor to ceasing the sale of a firearm.
