I actually did a little further digging on this, since I have a master's in behavior analysis and like to shitpost in my freetime so I thought I might see if a career in meme warfare might be something worth pursuing.
Near as I can tell after sniffing around, the national guard does some antipropaganda leaflets on the ground in warzones (their memes that I've seen aren't very dank, just shitty political cartoons with an overly serious tone), and the State Department started it's own meme program back in January (can't remember the name).
I emailed the state department asking for more information, waiting to hear back from them. Probably not gonna follow up though, cause I'd feel like a massive faggot trying to come up with memes that fit John Kerry's agenda. It'd be too forced, and would probably have to be super PC (i.e. not funny)
