This dude in my unit managed to sneak Pathfinder school onto his records despite not having any of the prerequisites required to even attend the course right before he got out of the Army, but he got caught because he started wearing the badge the last week or so he was with us and one of our Staff Sergeants called him out on it.
The unit retroactively corrected his records, but since he was already out of the military there was no punishment to give him unless they wanted to do lots of paperwork, and nobody really was willing to do it.

We are training, advising, assisting the Afghan Army. We ended the combat mission in 2014, but we have to help the ANA become a more effective force. They are very slowly getting there. The Taliban is definitely not dead. Ideally, you only buy the standard ribbons available after you've completed your training. You're not allowed to wear anything that you haven't earned.
But commissaries/PXs carry all ribbons for convenience, because ribbons get lost or damaged and they have to be replaced.
The problem is they don't usually have former military working there--they're usually run by civvies who weren't in the military (random civvies around the installation, and military spouses and brats) and don't know anything/care about military etiquette and rules. Instead of asking if they're qualified to even own them, they just sell it to them. Most new servicemembers are so brainwashed that they'd think twice before doing anything that might get them in trouble and that would deter them from buying what they haven't earned.
It's the same with coins. I remember seeing some people buying special forces coins, even though they're basically admin and have not been in harm's way whatsoever. Some use this to pick up pussy.
