EU4 has been ruined by xpacks appealing to players who can't play the game properly.
CK2 got scripted to death where certain characters start out so strong that the game plays out almost identical for the first 100 years due to event troops. The Charlemagne event is so shit i cannot even put words on it.

The german censor is added through a pseudo DLC activator which activates the black and censored portrait for german customers. You can just disable that shit and turn it off really easily.
They could've simply added another censor for countries that have stringent laws against nazi flags or some shit in the same function, I don't know. Either way, it's not exactly "making two versions of the game", it's just a little graphics mod and a .txt that should've been handled in tandem with the localization.
