On the contrary. We had the ECSC (I think it's CECA in Italian) which was an economic union and it worked flawlessly. The EU is a political union.

Most insurances already cover medical expenses in foreign countries, EU or not. It reduces business but increases wages for local workers, which can thus consume more and can be taxed higher, resulting in a higher GDP.
It's a trade off.
