The DNC can't just decide to give Bernie the vote. Hillary is on track to reaching 50% of the total delegates even without the superdelegates. And if she doesn't reach 50%, she'd only be a hair shy.
This means that, worst case scenario for hillary, it would still require almost 99% of delegates to flip. If even a few remain on her side (and she's got plenty of connections and party favors) then she still wins.
