Our towns and villages are much smaller and more communal than America's (partly due to the fact they're mainly white) so the community support officers walk around and chat with some of the kids playing on the swings or join in and field for a bit if people are playing cricket on the green. The ones who walk about and chat to people are normally volunteers or ex-policeman who got too old to catch criminals. At least in my experience that's the case. Yes. When the British police force was created they were intended to be civilians in uniform, not an armed internal standing army, which could then have been used to oppress the people.
