Yes, they have- once you're an EU citizen you can move to any other EU country by law. It's well known many of them wanted to come to the UK that's why they set up that camp in Calais.
The conservatives said they'd lower immigration to less than 100k. This is impossible inside the EU since every EU citizen has the right to live and work in any other EU country. This is why we have record migration each year. Have the government been complicit? Of course, and I don't trust Cameron. But now they know people are pissed off about it and once we're out of the EU they'll be no more excuses.
