I think the BBC is good value for money to licence payers, I don' think the government of the day should be appointing board members.
All they had to do was make BBC channels locked out unless you had a license. Not exactly hard to do. But they know people would then simply not pay and it would die. By forcing people to pay and frightening them with a criminal conviction they can keep creaming it in. You only need a license for live broadcast (including non-BBC channels). Even if it has a built in receiver as long as you don't have it connected to a aerial/dish you are exempt. They will continue to send you red letters though. Just use them as toilet paper. Never respond. If they ever come knocking close the door. Do not respond and don't leave your TV on show through the window. They will require a warrant to actually come in but if they do and you can prove the TV is detuned and disconnected from a aerial/dish you are safe.
