After Buddha died a council was called at Mandalay where (as the Muslims would do almost a thousand years later) the people who had heard Buddha speak, traveled with him, etc, were interviewed and then the accounts were compared, independently assembled, and then discussed among the people who had given them. As some of these accounts were decades old already by the time they were given, the scholars thought that it'd be best to interview the people separately and have neutral parties attempt to reassemble the closest thing to a 'true' account that all (or most) those present could agree on.
This is what hammered down the tripitaka, or 'what Buddha said.' It's obviously the core of Buddhism, but there are many many other layers of 'scripture' that the varying sects surviving today ALSO count as authentic scripture. This added on stuff is often comic-book grade fantastical, can be fun to read, but I believe significantly transformed Buddhism for the worse.
Also during Buddha's death sermon he said:

Also I want to add that while obviously much of what's now called Buddhist scripture was made up by priests, sometimes shamelessly making up stories presented as things that truly happened, sometimes obviously in a didactic sense just for parables, there is useful post-Tripitaka literature that should be read. Everybody should read the Diamond Sutra, for example, but beware of weird Tantric stuff and other admixtures. Some pretty wack priests have been cooking up sutras for thousands and thousands of years now.
