It is understandable that police shoot to kill in the US, but in some parts of the world criminals try to avoid shoot-outs with the police.
Crazy / suicidal people tend to be the ones who charge police with knives or similar weapons, it is possible with training to shoot them in the lower extremities with some degree of success.
I think the police should attempt to do so when they feel the situation allows for it.
