Australian police officer here: We do that out of training. We don't ever want to shoot anybody, but we have to be prepared (especially in sensitive situations such as traffic stops where you can hide a gun where the fuck ever).

I drive around, visit people during the worst times of their lives, visit suicides and murders, and have incredibly stupid work hours and shifts due to poorly worded federal laws.
