According to the Church, they probably should be. But keep in mind that excommunication that is the result of assisting in or having an abortion is rectified by confessing to a bishop (most of the time).
The year of Mercy we are currently in allows people who have had abortions to be forgiven by ordinary priests through ordinary confession. I'm pretty sure pro choicers arent being excommunicated because its pretty clear they could just go back to confession and have it lifted.
Excommunication, nowadays, is withheld for notorious people. Excommunication is mostly used as a political and social tool as opposed to a means to simply oust someone from the Church.

To be automatically excommunicated, you have to know the sin you are committing will have you automatically excommunicated. This means that if someone is baptised Catholic, then receives no teaching whatsoever, has an abortion, then later in life returns to the Church, she is not considered excommunicated. Obviously she would have to go to confession but you cannot be excommunicated without knowingly sinning in such a manner.
