Sometimes it's hard to tell when a situation will become dangerous because one day they'll go and be welcomed and another day they'll go and get berated/treated with hostility. In reality someone started thinking pragmatically. Why wait for police for self defense? EMT's are thrown in dangerous situations and don't always have police backup as soon as they arrive, but it'd be nice if they didn't have to wait until the police arrive before they step out of the car and save someone's life.
Quit being such an ideologist painting things in black and white and start being more pragmatic and the world will make sense.
That said..
Police officers have too many jobs in one. There's a lot of gray area judge and jury stuff, although it's heavily addressed, but what's not addressed is that police are also on site investigators, first responders, witnesses, public relations specialists, law interpreters, crime PREVENTERS, DETERERS, and ENFORCERS all in one.. plus cross trained in medic shit.
Their job should be distilled as much as possible into simply being a law enforcer. IDEALY. But it's not progmatic cause you'd need a team behind each officer to arrive on site with the officer.
Something more pragmatic would be lawyers and investigators on call at night for relaying information. But there's not enough money for that. Instead we rely on cops' criminal justice degrees or even just academy training to know all the laws, interpret them, enforce them correctly according to the law, and have an objective account as a witness of what happened while in such tense situations.
It's a mess and was easier to do when the law was simpler and common sense was all you needed and you wouldn't be on the chopping block while everyone hindsight 20/20'd that shit for the months to come.

We are taught not to become "victims", that is to ensure that the scene is safe before entering so that you yourself don't get hurt. This includes checking for environmental dangers such as gas or fire as well as criminal danger. If we suspect that a patient or someone is belligerent we wait for the police to arrive.

What they are doing is a Tactical EMS course which allows them to work with the SWAT team during active shooter situations.

He rushes there, runs inside to discover he is the first responder, and the guy with the knife is still ranting and raving in the middle of the bar.
Buddy is reserve cop (his Dad was police chief) and had a Glock 27 and had to pull it.
Guy approaches, friend screams for him to stop, and at the last second drops his aim and shoots him in the leg (whether he just missed or was adverse to killing, I'll never really know).
