In almost every election, the nominee has already been decided way before PA's primary thus making the state irrelevant. This is a special year obviously and no one expected PA to matter which is why PA's GOP rules have only 17 bound delegates and the rest are all unbound and voted on.
As for the delegates themselves, almost all of them are former local GOP politicians (republican mayors, state representatives, etc). Usually the PA delegates support whoever wins the entire state. Everyone figured they would do the same again this year, however the GOPe hates Trump. Now that the deadline has passed, they are all coming out in support of Cruz and Trump supporters can't do anything about it. You had to apply to be a delegate months ago. The few Trump delegates on the ballot are also being harassed by the GOP. I have also heard there have been a lot of challenges to many of the Trump delegates' candidacies, resulting in them not being allowed to run as a delegate on the ballot.
Thank god the few delegates on the ballot that support Trump all had the foresight to see this coming months ago and thank god they knew enough about the process to make it through to the ballot. They are almost all regular people (lots of former cops and veterans too), not GOP establishment.
tldr; PA is usually irrelevant in the GOP nominating process which is why the rules suck. The unbound delegates usually support the state winner which is why no one demanded the rules be changed. Now that the deadline for becoming a delegate has passed, all the unbound delegates (which are all GOP establishment) they are all coming out in support of Cruz.

Its been disappointing that the campaign hasn't helped coordinate more.
