Curly Haugland, a longstanding RNC official and an unbound delegate from North Dakota who will be on the convention rules committee in July, told CNBC that attaining 1,237 during the primaries does not secure the nomination.

“Even if Trump reaches the magic number of 1,237 the media and RNC are touting, that does not mean Trump is automatically the nominee,” Haugland said. “The votes earned during the primary process are only estimates and are not legal convention votes. The only official votes to nominate a candidate are those that are cast from the convention floor.”

Reince Priebus, the current chairman of the Republican National Committee, has been encouraging people in private to not change the rules so as to prevent a revolt against Republican leadership, no matter who the eventual nominee is. You misunderstand what the Republican Party (and Democratic Party) are. These are private entities. They are bound by various rules within each state to effectively sponsor a candidate in the general election, but there is nothing in the federal or most state Constitutions to require one form of democracy over another.

State level GOP rules committees decide whether or not delegates are bound or unbound at the Republican National Convention and for how many ballots this applies. For example, delegates from North Dakota, Guam, American Samoa, and some of the delegates from Pennsylvania, Wyoming, and Colorado are unbound from the very first ballot. With less advertising of events, it is incumbent on members registered to their party to research where their district vote for delegates is being held, to learn which delegates support which candidates, and to vote.

All of these systems are democratic by definition, as all are dependent upon the vote of those who attend to show popularity of a candidate or to decide delegates. The only cases I've read of delegates being dismissed was in Colorado, and it was for failure to pay the fee to appear on the convention ballot and nonattendance.

The process in Colorado worked as follows:

On March 1, registered Republicans can vote for delegates at district caucuses. A primary delegate and alternate delegate are chosen to go to the caucus, the primary delegate being the person to finish in first place and the alternate being the person who finishes second. This typically means the primary delegate supports the most popular candidate and the alternate delegate supports the second most popular candidate in the district.

People chosen as primary and secondary delegates pay a small fee to appear on the convention ballot. The conventions take place in early April, the exact time varying by district. Failure to pay the fee or failure to attend will result in your name (or number) being removed from the ballot.

All attending delegates vote.

It's more complicated than everyone voting in a primary, but it is still democratic as everyone has the opportunity to vote. I don't know why Colorado prefers this system to select delegates, but they have used it in 24 of the past 27 elections including this year.
