The problem with Japan is that their culture revolves around high level work and constant work.

Japan is facing a strange thing in 2016, too many people living, who have been working for a significant amount of time, will retire soon, and do not have enough workers to immediately replace them.

You can quite easily tax robots through corporate income taxes.
There is a risk here that capital taxes will disincentivize corporations to take advantages of technology though, so the shift has to be very gradual.

It's about productivity. Our economic system is set up in such a way that there must be continual growth. In the absence of high birth rates, productivity must be increased in other ways. The problem is, perpetual growth is impossible, though Japan is trying to solve this with automation.

It takes about 60 years for low birthrates to start giving problem, before that it gives only positives and an economic boom.
So you get it, if Japan didn't found another solution, after 15 years it would start spreading its culture and funding colleges that teach Japanese around the world (as Germany do now).
