China is the least scariest nuclear power of all.
They keep their missiles firmly in their back pocket only to be used if they themselves are nuked.
The communist party of china has such power over so many chinese citizens which is enough of a deterrent alone against war. We could conceivably have a third world war against China with no nukes being exchanged because of their doctrine.
Russia is the one that shits bricks at each flashpoint and puts their missiles on alert, because they lack both the numbers and technology to defeat NATO in a non-nuclear war. They would resort to them very quickly.
