Basically. Delegates are based on number of members in the House of Representatives and Senate. Every state gets two senators, and membership in the house is proportional based on population, with the total capped at 435ish and each state getting at least one representative.

Pretty much what it says on the tin. Among the people polled, people currently support Clinton than Trump (In a "right now who would I vote for" kind of way).
However it's not all that meaningful now. Both parties are still in primary season. A lot can and often will change once the candidates are set in stone and can focus entirely on one another. Plus, lots of things can happen between now and voting day that would shift public opinion (FBI investigation into Hillary emails for starters).
At this point in time Carter was way ahead of Reagan, but Reagan won in a landslide. Also at this point Romney was ahead of Obama by a good 4 to 5 points, but was ultimately soundly defeated.
