Modern medicine and safety regulation is also a great equalizer for bad and good genes. Think of raw intelligence as a matrix of dots. This is the innate capacity for learning we have, which varies from person to person. As a child however, our brains are completely plastic and can adapt to nearly anything. A child does not speak a language the moment it is born and it has no basis to work from, yet after a few years they start learning and speaking words regardless.
This means you can train kids to be good at things if you start from a young age. You can provide them with a framework on how to solve problems and how to assess and absorb information. The Chinese do it all the time by having their kid's career all planned out before they are 2 years old.
Here's the interesting part though. The number one indicator for intelligence is vocabulary. If a child is exposed to many words in their younger years, they will possess a large framework from which to absorb new data. Vice versa, if a child comes from a low class family where it does not learn many words, it will have severe problems catching up later if at all.
Of course everyone has a ceiling, but when anon says "training intelligence" I have to assume he is talking drawing out the maximum potential of the child by providing a diverse environment with plenty of different ways to handle data. Physically increasing the number of dots/neural knots is not yet possible as far as I know.
