Kurds considered it a liberation.
Businesses opened, the place got safer, every family has atleast 3 cars and a house of their own.
So it was pretty good for the Kurds.
For the arabs however, they considered it a Zionist invasion by the Jewish devil.
They think that all of Iraq's problems are caused because of the Americans.
In my opinion all of Iraq's problems were because of Saddam's stupid wars with Iran, Kuwait and the USA.

Qaryatayn is important because it is a stronghold. And being this close it would be foolish not to take it. it is also near some strategic crossroads.

As-Sukhnah has to be taken if they want to link up with Deir ez-Zor. It cannot be bypassed. The only other way to lift the siege of Deir would be to come from the north. Which is YPG not SAA territory. So even if they managed that it wouldn't be able to deliver large quantities of needed supplies like a Palmyra - Deir ez-Zor road link would.

Lifting the siege in Deir ez-Zor is the main priority now from a strategic level. After that I have no idea what the SAA plans to do. Liberate the remainder of the Homs and Hama provinces? Free the last of Aleppo? Or go for ar-Raqqa?
