I think some sort of North Korean nuclear artillery like the experimental shit the US built in the 1950s would be more dangerous, since they can conceal it among their thousands of conventional artillery. Plus they have enough conventional artillery to seriously fuck up Seoul even without nukes, unless the US has some sort of Iron Dome like system in place, except one that works against artillery as well.
