It would need to be done via a congressional vote, and not get vetoed. It will never happen.
That said, if it WERE to happen, it would have to be phased out slowly, say, over the course of 10 years.

Because the system we have today is diffrent than any past one. Without finding a job and working there for usually a fraction of the value of your labor to survive, it's not food or water that's needed, it's money. People need money for clothes, housing, food, electricity, gas, transportation, entertainment, ect. In the past those things would have been covered. The peasants would be provided with housing and keep some of their crops for food, the homemaker makes the clothes and cooks, everyone farms, the blacksmith makes nails and trades those for food, ect. Even though they didn't have much wealth, their needs were covered. In the modern era people are responsible for everything of theirs, and the uneducated poor aren't very good at that. Not only do they get little money because of most jobs not paying much, but they have to use that money to provide everything for themselves and their dependants. Clothes, which are ridiculously overpriced for the cost to make them, food, which is rediculously overpriced for the cheap food they eat because they lack the skills/time to cook a healthy, rent, utilities, ect.
