Bandwidth Caps are a marketing move and nothing more. Throttling is a different story, they could stand on the ground that throttling connections keeps their equipment from becoming overloaded I suppose. However, Bandwidth Caps exist for one reason in the Corporate Environment - to squeeze more money out of the consumer in hopes of them purchasing a larger bandwidth allocation.
