Everything Palpatine said about the Republic and the Jedi was true, but that doesn't mean he was right because he was worse than them.
It seems clear that without Palpatine something else would have mosied along and obliterated the disarmed and inept Republic sooner or later.

I don't know, I think the Death Star was a terrible misallocation of resources. Sheev could have spent it on conventional warships instead and gotten way more bang for his buck in terms of flexibility and force projection.
While not as impressive as turning planets into asteroid fields an adequately supported ISD battle group offers greater flexibility in use of force and is suited for multiple roles such as interdiction, bombardment, and invasion. The Death Star only has the "Blow it all to shit" setting.
While I agree that the Republic was stagnant and generally useless and the Empire was much more efficient I think Palpy let his ego get in the way of sensible military planning. This is why you don't let space wizards on either the blue team or the red team run the show.
