Bad idea for 2 reasons
First, it sets precedence for the government determining who is competent to own guns. Before you know it the government decides if you want to own one you must be a paranoid conspiracy theorist who is mentally ill for not trusting the police and government with their safety.
Second, smart people will just buy them and sell them to stupid people at an increased price and make a tidy profit.

I don't think it's a matter of intelligence. Some of the most responsible gun owners that I've known were of below average in intellect, while some more clever gun-owners were less responsible. For instance, there was a good old boy from Oklahoma whom I knew who barely got through high school, but I would trust him with his firearms to a much greater extent than I would other, more intelligent armed Americans. This is just my observation.

Most mass shooters are actually rather high intelligence. Adam Lanza was an autist with no social skills, but he was smart. Breivik was quite smart too. Unabomber was super-smart. I'm sure there's other examples.
Point is, that most are average to above average. Chimpouts on the other hand are caused by low IQ. So it's not an end-all solution.
