You get two votes. One is for a local 'constituency' MP. Here works like the general election, you vote for an MP who is a member of a party and will represent you on a local level. 76 of these are returned to holyrood. This count works on FPTP and as such favours the bigger established parties. Your second vote is the good one. This is the regional vote (left of image). There are 8 regions in Scotland. The votes cast in these regions result in a near proportional return of MSPs. So 7 msps are returned per region split proportionally by vote. So if 15% of votes in a region vote UKIP, UKIP get a regional seat.

Most UK law is decided in Westminster. The national assamblies have limited powers. A recent example was in the UK budget the chancellor increased the threshold for when you start paying high-level tax from 43k to 45k. The Scottish government are not implementing this change.
The vast majority of big decisions are still taken at Westminster though. There are SNP MPs there but these ones don't get to sit in Holyrood.
