So there are two chains of action here. The first is the bite report, which lead to the seizure. The second is the actual bite, which lead to the destruction of the fox. When an animal bites a person and you cannot show a rabies vaccination then the animal must be tested for rabies, and this requires the animal be killed (except in Australia which doesn't have rabies, and some other countries).
The police had to seize the fox because it was illegal and subject to a complaint. Even if the bite report is false that's not the fault of the police. What is their fault is the (assumed) incorrect capture procedure, and if that is the case the owners can sue the police for the value of their pet. The destruction of the animal to test for rabies is the necessary consequence of the fox biting the officer. Once the fox bit the officer it had to be destroyed, basically.
