College graduates have an education but they don't know how to do a job. A company takes a hit financially to train them and the new person will often just leave after they get a year's experience for more money somewhere else.
It's a net loss for a company and unless the graduate can give a positive return on investment for the time taken to train them (hence why only 'top' students get relevant graduate work), it's a waste of time and money for the company.
If you hire Chang or Patel, you have the pick of the litter when it comes to experience and they are slaves to your company for years as they can't leave the company until their Visa turns into PR or something else.
