The idea is the key word. It is a theoretical phenomenon to them, not an empirical one. Something can be logically plausible without actually working. There is no reason to believe large amounts of energy can be derived from uranium.

In a studio, like all of the other "bombs." Most, if not all, of the U.S. bombs were faked at Lookout Mountain Air Force Station, from the looks of it, which was equipped with state-of-the-art filming equipment and was hidden from the public until the 90s. It was only 10 miles from Hollywood, which is telling. The method is more controversial, but it looks like the sun may have been used to create many of the effects.

I would assume the paradigm is similar for all of them. Look into the Atomic Energy Commission (AEC, originally Nuclear Energy Commission), for example. There are many regulations regarding nuclear power and weapons, which would allow the hoax to be compartmentalized. How many people actually handle "nuclear material," is the question. My guess is it would be very few.
