I went to school in the 90's and 2000's. We learned about food and diet. Nobody told us that drinking diet soda or eating sugar free candy was good. They didn't tell us to eat like shit. People always stressed eating healthy things like vegetables, having fruit and nuts instead of junk food for snacks, etc.
The problem is people are lazy, apathetic pieces of shit who are addicted to junk food. Nobody is active enough and those who manage to get off their asses still overeat and eat poorly despite knowing full well that stuffing your face with cheeseburgers and fries or potato chips and chugging soda or alcohol isn't healthy.
Stopping junk food subsidies and making healthy food more available is a step in the right direction.
I think that some kind of performance related disability should be required. Anyone who is on disability for being fat should have to show improvement to stay on disability until they're capable of finding a job- no more endless circles of being fat > getting free money and food > being fat.
Maybe offer incentives like tax breaks for parents who buy good food for their kids, let people write off gym or fitness memberships, benefits like reduced cost of health care or removal of the no-insurance fee (cuz we wuz socialized medicine now) for people who walk or ride a bike to work, something. Teach them how to cook properly
First step is to get children in good shape again. Get them on a life long path of healthier living. I like the idea of harder physical education for this, but we've got to encourage eating well, too, perhaps by improving the food in schools. Introducing fresh local foods, possibly from school garden plots (something which doesn't need to take much space and can be tended by students, giving them another opportunity to learn) could certainly improve palettes. The added benefit is that if they burn off some energy during the school day, they'll be able to focus more. Getting children to be more active outside of school is a problem I haven't got an answer to just yet.
Getting adults back on track is tricky. It's so easy to get all your meals from a box or bag when you're busy all day that it's hard to find motivation and time to cook. Taxing prepared food more heavily and reducing taxes on fresh food will only do so much if it has a positive effect at all. What's more important is community outreach to show that nutritious, enjoyable meals can be made cheaply and quickly. People are lazy as shit though, so you're basically going to have to force feed them recipes and ideas. Vegetable propaganda, more or less. I freely admit I have no ideas about getting adults up and active again.

Nah man, it's because we're lazy and would rather buy something than make something. We could go to the supermarket and buy lettuce, tomatos, and cucumbers and make a big salad that would be cheaper than a $6 happy meal at McDonalds but we would rather not take the time to do it and buy a $12 salad at Salad Works. And when that gets expensive they end up buying that happy meal and getting fat. People have plenty of time. They're just making excuses for being lazy.
It doesn't even take that much effort honestly. I ballooned from 160 to 220 after a rough patch and since making changes I've kept to a steady rate of a 500 calorie deficit which has put me back down to 175. 250 calories through food takes a little self control whereas 250 through exercise takes no more than 30 minutes tops.
