This practically screams "black market."
It's also used for tax purposes. Say you're a rich guy, and you want an easy million dollar tax write-off. Just go to an art auction, buy a painting that's "worth" a million dollars, and donate it to a museum. Now you have a charitable act you can write off on your taxes.
