The evolutionary reason behind that is the idea that women can never detach themselves from reality - they always have to worry about their kids, keeping them fed and so on.

As far as hormones go, I don't think you have to pass a certain point at which you become smarter or dumber, hormones make your brain process stuff differently, and so I think it just shifts around priorities and capacities and as such, since I believe estrogen makes you more capable in the emotional sector, if you shift that capacity around towards thinking straight and such, you can not become dumber than you already are, only smarter or rather more logical, cause at this stage the brain is already developed and hormones probably have no influence on dictating whether you'll inherently be a smart or dumb person, because there is no further growth happening.
