That scenario is basically impossible. A small plane might be able to sneak into the US, but highjacking would likely raise suspicions. The border has a lot of holes in it, but we tend to keep a pretty good eye on most routes these days.
They'd have better luck flying down from Canada, but if they come near a radar station, they'll attract a shitload of attention. Chances of avoiding detection long enough to reach a major population center is basically zero, and unless they're interested in nuking a village with 600 people in it, it's probably not going to work.
At least theoretically. NORAD was such a mess on 9/11 that they were hours behind cutting anything off. They're a lot more serious now, and an unidentified aircraft headed towards a population center will be BTFO long before it can do any huge damage.
