tl;dr The Government filed for a restraining order/protective order on document releases by the DC Madam because they believed if the full list was released, potential witnesses would get harassed.
Six weeks later, Sibley (DC Madam's lawyer) mails the US Attorney General a letter threatening that rather than distributing a limited list of phone records to a couple big media sources, it will be more widely distributed with all of the records, threatening to do so within five days of the letter.
The judge in the district court interprets this as a threat, and the judge clarifies that they cannot further release or distribute any phone records.
The DC Madam removes him as attorney days before her death, at which point Sibley should have handed this over to the new attorney of record. He also lost his ability to practice law in 2008.

A lawyer from an owner of a high class escort operation in DC that "committed suicide" 8 years ago had names, addresses, numbers, SSN, of 800 or so prominent political figures in the government who used her services. Now the lawyer is saying that he wants to release the names, and is going to in the next two weeks because it will have a very big effect on the election and the people have a right to know. Well he knew he would be killed like his client was so he set up an insurance policy where he has to enter a pass code every 72 hours or a dead man's hand will release and send all the information to media outlets. But one of the more important things is all of the information is already online but it's only somewhere you can get with a link, it possibly may be an onion website. He has multiple servers and websites and now we are searching for the link and looking through every aspect of the domains he has because he wants it to get leaked so he leaves breadcrumbs everywhere. If we find it, he will possibly be spared from jail. Or if we can trigger his dead man's hand somehow, which some have talked about that
