Certainly sweden. They produce their own IFVs, tanks and fighter planes. Norway has modern home-made air defence capabilities but still rely on F-16s for their air force. (a good plane though) Most weapons are foreign make and it's dubious how much they could produce themselves if they suddenly needed to get more tanks or IFVs.

Norways IFV is the CV 90. Sweden makes the CV 90.
Norways tank is a Leo 2A4. Sweden makes their own upgraded variant of the same tank.
It kinda goes like that.
Then there's the issue of when you actually get into a serious war, you'll need to modify and innovate to stay ahead. Suddenly you really wish you had TOW-2s on your CV 90s. Sweden can just take a few back to the factory, make a new CV 90 with a tow launcher, send it back out. Norway can't do that themselves I should think. It'd be very jerry rigged... which by all means CAN work but isn't ideal.

Sweden has the largest navy I think. But Finland has the largest trained reserve with over 900 000 men and we have the second largest artillery force in all of Europe. Only Russia has larger.

Finland has the best military in Nordic countries with Norway coming second, Sweden next and Denmark being last. Sweden, Denmark and Norway might have better way to project power and send troops to fight abroad, but they cannot last in conventional war long enough.
Norway has okayish amount of manpower and equipment to stop the Russian attack from north. They have specialized in arctic warfare and can take full advantage of bad road network in slowing down Russian forces until Nato can send more help.
Sweden has good inventory, but biggest problem is manning it. They just don't have enough men to use all those snazzy vehicles. Sweden also has problems with anti air equipment as they lack modern missile systems.

I think you meant to say NCO, IF you meant reserve officer then I'd like to point out you didn't get promoted to officer until you transferred to the reserves, officer students count as NCO's and have the same rank as corporals (alikersantti). If I recall correctly, been 9years so I might be mistaken. Confusion when Finnish ranks aren't equivalent to US ones. I was a Korpraali, you'd think it was the same as corporal, but it's essentially private first class.

But then again, there's no real reason to compare them. Realistically in case of full scale war they'd all be on the same side, or only the NATO ones would be fighting another enemy. Finland has stronger infantry then Sweden but Sweden has better technology, air force etc, so if anything they'd need to rely on each other to fight an effective war against, presumably, Russia. Sweden as said suffers from under-staffing, but the budget has finally started to go up for them again, so it might improve.
On top of that, not that it wins wars but it's still interesting to note, all four of the countries have very competent Special Forces that regularly train with other groups around the world such as SEAL's, SAS and Delta.
I don't know much about the Norwegian Navy, but I love the look of these things. Plus they're fast as fuck.
