It's not made in flash, but it is vector graphics. They do it because it's cheap as fuck to make. Make a few core drawings, copy/paste them and then let the computer work out how to animate it.
It's possible to make good looking animation this way, but most don't.
It is this way because before good animation cost just as much as bad animation (you had to go through all the same shit, good or bad, so if you have to go to the trouble anyway might as well make it good).
