You train in a simulated environment of where you plan on conducting whatever operation.
Also, if they are terrorists they would not use snipers or stealth. The goal would be to inflict terror and that would require an extremely visible display.

If they want to talk gun control, then non citizens with guns they have no buisness having is a great place to start.You cant buy a firearm leagally unless you are a Citizen of the USA. You can leagally sell a gun to someone that is not a citizen of the USA.If these guys ARE US citizens and they are breaking no laws, then there is not much that can be done, or should be done unless they are doing something that is against the law. Something about the photos do not seem right though. The cops are in a semi cirle surrounding one man not in uniform that i can tell and looks like he is giving them a talk or orders. Does not look like the cops are interogating the man. Also if the guys on the ground where really suspects and had guns, then cops would be dumping out all those back packs searching them almost from the beginning. They dont look to have been opened and gone through at all.There is nothing about the scene that is like anything i have seen where the cops had arrested a bunch of armed men.Those men would have been secured much more than just their hands cuffed behind their backs sitting up on the ground.They would at the least be cuffed and face down on the ground with more than a few cops with guns trained on the suspects while others were dumping those packs. This looks like a training program.
